Oxnard project on challenging former toxic site moves forward with construction expected in 2020

An Oxnard housing development to be built on a former coastal oil waste farm moved closer to construction next year when the City of Oxnard finalized the project’s map on Sept. 27.

Community Development Director Jeff Lambert has approved the final subdivision map for North Shore at Mandalay Bay, a 292-home project on Fifth Street and Harbor Boulevard. With the maps approved, the project can now obtain grading permits and begin construction, the Ventura County Star reports.

Developer Argent Management‘s project manager John Mellon said construction could begin next year.

There have been plans to develop the site near Mandalay State Beach since the 1990s.  The Department of Toxic Substances Control co-ordinated a massive cleanup in 2007 and 2008. Other challenges included the Great Recession, discovery of a rare plant and lawsuits.
