Eastvale celebrates topping out of new civic center

Clark Construction Group last week joined Gensler, trade partners and city officials to celebrate the topping out of Eastvale’s new 137,000-sq. ft. , multi-building Civic Center.

The city is currently connecting with developers and businesses to bring its Downtown Commercial Core vision to life. Interested parties can contact the City’s Economic Development Team for opportunities.

The development, located at the northwestern corner of Hamner Avenue and Limonite Avenue on the Leal Property, is envisioned as a dynamic community hub combining civic, residential and commercial spaces. The Civic Center will feature a new City Hall, Police Station, Library and Innovation Center, Public Plaza and Civic Park.

City planners say the project aims to create a “sense of place” while enhancing the visual quality of the surrounding neighborhood. Once complete, it is expected to become a regional destination, guided by the city’s Leal Master Plan.

The broader Leal Property development is planned to include up to 2,500 residential units along with retail and commercial spaces. Residential construction is being led by The New Home Company in multiple phases. Phase A, which includes 758 units, is already underway, with model homes open and production units actively being built. Phase B, comprising 661 units and associated recreational amenities, is expected to begin construction in the coming months. Preparations for Phase C will follow once Phase B is underway.

Construction of the Civic Center itself began with a groundbreaking ceremony in August 2025. Officials expect the City Hall, Police Station, Library and Innovation Center, Public Plaza and Civic Park to open by the end of 2028.

Traffic data for the surrounding area shows the project sits at a busy intersection, with Hamner Avenue seeing 39,441 vehicles per day, Limonite Avenue 38,724, and the nearby I-15 carrying 80,634.

The Civic Center is part of a larger effort to create a connected, vibrant downtown for Eastvale residents, blending housing, civic services and commercial activity into one cohesive urban center.
