The Port of San Diego and private developer 1HWY1 have released a $3.5 billion project proposal to reimagine the Central Embarcadero.
The Seaport San Diego project scope spans across 40 acres of land and 30 acres of water from the USS Midway Museum to the north, Manchester Grand Hyatt to the east and the San Diego Bay to the south and west, FOX-5 TV reported on March 2.
The development would include seven hotels, restaurants, an aquarium and a BlueTech research facility.
Stantec Consulting Services Inc. prepared the 174-page Draft Project Description.

More than 70% of the proposed site development will be for public use including parks, plazas, boat slips and piers.
Developers aim to break ground in 2025. Port commissioners and community members will weigh in on the project at the Tuesday board meeting, but approval will come at a later time.
