The State of California’s Strategic Growth Council (SGC) has granted $33.7 million to Hitzke Development Corp. and Casa Familiar for the Avanzando housing project. Situated in San Ysidro, this development will feature 103 rental units, with 101 designated as affordable housing.
“The Avanzando project is a prime example of effective, affordable transit-oriented housing. With its proximity to major bus routes and the Trolley’s Blue Line, it will offer residents convenient commuting options,” said San Diego Mayor Todd Gloria. “We’re also excited about the project’s pedestrian and bike lane upgrades, ensuring residents have multiple transportation choices.”
San Diego will receive $320,000 as a sub-recipient partner to enhance the surrounding transportation infrastructure.
Expected improvements include half a mile of new sidewalks with ADA-accessible curb ramps and the conversion of two miles of Class II bike lanes into separated Class IV bikeways. The project will also upgrade Metropolitan Transit System assets, including the addition of 10 new bus shelters along the 906 and 907 routes and expanded weekend service on the Blue Line Trolley.

The AHSC grant program is a state initiative aimed at supporting affordable housing projects that also promote environmental sustainability. Mayor Gloria’s administration, along with other jurisdictions, successfully advocated for more equitable regional allocations of AHSC funds. Since Mayor Gloria took office, San Diego has received $74.8 million in AHSC grants, resulting in the construction of 293 new homes in the city.
