The San Francisco Board of Supervisors has approved a new public-private partnership to transform Embarcadero Plaza into a revitalized downtown park. The partnership includes the San Francisco Recreation and Park Department (Rec & Park), the Office of Economic and Workforce Development (OEWD), real estate developer BXP, and the Downtown SF Partnership.
Under the agreement, BXP Embarcadero Plaza LP (BXPE) will contribute $2.5 million towards the design of the project. Meanwhile, Rec & Park and OEWD will work together to secure $15 to $20 million in public funding. BXP and the Downtown SF Partnership have also committed to securing up to $10 million in private funding for the project.
“We’re excited to see this public-private partnership moving forward, and we look forward to the transformation of Embarcadero Plaza into a world-class destination,” said District 3 Supervisor Danny Sauter. “This collaboration will bring a much-needed revitalization to the heart of our city.”
The project will redesign Embarcadero Plaza and the adjacent Sue Bierman Park, adding new public amenities like a fitness area, spaces for music and entertainment, and more seating.
As part of the redesign, there will be a public outreach process to ensure the renovated plaza meets the needs of the community.
“With its location between downtown and the waterfront, Embarcadero Plaza is one of San Francisco’s most important spaces,” said Phil Ginsburg, General Manager of the San Francisco Recreation and Park Department. “This project will unlock the full potential of this area and help create a vibrant, accessible space for all to enjoy.”
The project aligns with the vision of San Francisco Mayor London Breed, who has pushed for revitalizing downtown and creating more public spaces for the community. It is also supported by Proposition B, a voter-approved bond measure that allocates up to $41 million for improving public spaces throughout the city.
