LAX launches $5 billion contracting initiative to accelerate capital projects, prioritize local construction firms

Los Angeles World Airports (LAWA) has awarded a new round of contracts under its $5 billion Multiple Award Task Order Contract (MATOC) to fast-track construction at Los Angeles International Airport (LAX) and expand access for local construction firms, including 13 first-time prime contractors.

The MATOC program will support LAWA’s multi-billion-dollar Capital Improvement Program (CIP) to upgrade LAX’s infrastructure ahead of major international events including the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. Over the next five years, the MATOC will encompass 51 contracts and utilize a pool of 31 pre-qualified contractors, allowing LAWA to accelerate bid awards and mobilization for ongoing and future construction projects.

“LAX isn’t just modernizing—we’re building smarter,” said Councilwoman Traci Park. “This MATOC gives us the tools to put local contractors to work quickly and efficiently.”

Of the 31 contractors selected, 13 are first-time primes, representing small, minority-owned, and veteran-owned firms now positioned to lead major construction scopes at one of the world’s busiest airports.

Contractors will participate in the design and delivery of projects tied to LAX’s modernization efforts, such as terminal improvements, airfield infrastructure, and support facilities.

The structure of the MATOC is designed to streamline the procurement and construction timeline, enabling a more agile response to project needs while supporting workforce development and economic growth in the Los Angeles region.

“This MATOC provides unprecedented opportunities for firms of all sizes,” said John Ackerman, CEO of LAWA. “It ensures we can scale our construction efforts while supporting a more inclusive contractor base.”

LAWA officials noted that this investment continues the agency’s legacy of leveraging infrastructure spending to drive local job creation and build capacity among emerging construction firms.
