California awards $131.8M for eight supportive housing projects through Homekey+

The state of California has awarded $131.8 million for eight supportive housing developments that will create 443 homes for people experiencing or at risk of homelessness, including veterans living with behavioral health challenges.

The projects are funded through the Homekey+ program, administered by the California Department of Housing and Community Development, and will include on-site managers and supportive services. Of the homes announced in the latest round, 91 units are reserved for veterans.

Awards were announced by Gov. Gavin Newsom as part of the state’s broader effort to expand housing and services for people experiencing homelessness.

With the latest funding, Homekey+ has allocated about $768 million to support 45 permanent supportive housing projects expected to create 2,260 homes statewide. Of those, 545 units are reserved for veterans experiencing or at risk of homelessness with behavioral health challenges.

Across three rounds of the original Homekey program, the state has awarded more than $3.6 billion to fund 261 projects with 15,962 homes expected to house more than 175,000 Californians over the projects’ lifetimes.

Voters approved California Proposition 1 (2024), authorizing a $6.4 billion behavioral health bond to fund housing, treatment and services for veterans and others experiencing homelessness. When fully awarded, the bond is expected to fund about 6,800 residential treatment beds and 26,700 outpatient treatment slots.

The eight projects announced last week:

  • The Hunter House – Stockton: $35.6 million for a 120-unit permanent supportive housing project developed with Service First of Northern California.

  • The Bluffs Community Housing – Tehama County:  $11.7 million for a development of 26 homes for people experiencing homelessness with behavioral health challenges and one manager unit.

  • Innovation Housing Estates – Yuba County: More than $5.2 million for a 13-unit new construction project developed with Habitat for Humanity Yuba/Sutter. The project includes 12 homes for veterans at risk of homelessness and one manager unit.

  • Sherman Terrace – Contra Costa County: About $1.5 million to build five homes for people experiencing homelessness with behavioral health challenges in Pleasant Hill.

  • Maycrest Apartments – Los Angeles: $2.4 million for renovation and conversion of four bungalow-style buildings into eight permanent supportive homes.

  • St. Vincent Supportive Community – Los Angeles County: $38.5 million to convert non-residential structures into 172 homes, including five units reserved for veterans and two manager units.

  • PATH Villas South Park – Los Angeles: $15.7 million to acquire a newly built multifamily property that will provide 51 supportive housing units and one manager unit.

  • Santa Fe Springs Village – Santa Fe Springs: $21.2 million for an 88-unit development that includes 42 homes reserved for veterans experiencing chronic homelessness and one manager unit.
