Santa Clara County and nonprofit developer EAH Housing have broken ground on Distel Circle, the first entirely affordable housing rental community in the City of Los Altos.
The development at 330 Distel Circle will include 90 units for individuals and families earning 30% to 80% of the area median income. Some units will be designated as permanent supportive housing for residents experiencing homelessness or housing instability.
The project is primarily funded through Low-Income Housing Tax Credits and state credit equity. The County contributed $25 million, including $15.9 million from the voter-approved Measure A Affordable Housing Bond. Additional funding comes from the County’s No Place Like Home and HOME Investment Partnerships Program.

“Distel Circle is a powerful example of what’s possible when public commitment meets community need,” said Laura Hall, president and CEO of EAH Housing. County Supervisor Margaret Abe-Koga added that the project reflects the “forward-thinking and collaborative spirit” of the region.
Designed by KTGY Architects, the community will feature studios and one-, two-, and three-bedroom apartments, along with a community room, outdoor courtyard, and on-site resident services. It is being built to LEED sustainability standards using modular construction with a cross-laminated timber podium.
Construction is expected to be completed in January 2027. The development aims to provide residents with access to transit, commercial services, and healthcare, supporting stability and opportunity for families across the income spectrum.
