The City of Irvine has outlined a series of capital investments aimed at building infrastructure, public safety and sustainability. Reflecting on the city’s financial strength, Mayor Larry Agran says the city’s strong reserves and balanced budget will allow for these key public investments.

“We’re not stopping there,” said Agran said. “Together, we will build on our success — making Irvine not just the best-planned City, but also the safest, smartest, greenest, healthiest, and kindest city in America.”

Several upcoming capital projects were highlighted, including the transition of county-run libraries this summer and plans to build two new libraries—one at the Great Park and another in Woodbridge—further expanding access to educational resources for Irvine residents.

Agran also outlined plans for the continued transformation of the former All American Asphalt plant into the Gateway Preserve, a key environmental project. In addition, the city will plant 20,000 trees in the Great Park and expand rooftop solar panels and battery storage as part of its efforts to reduce carbon emissions and improve energy efficiency.

A major transportation project will expand the Irvine Connect public transit system, aimed at improving mobility for residents while reducing traffic congestion.

Agran also unveiled plans for a new Center for Nonprofit Organizations focused on Health & Wellness at Heritage Community Park, in partnership with Hoag. This center will be modeled after the Melinda Hoag Smith Center in Newport Beach and will serve as a hub for nonprofit organizations dedicated to improving community health.

Housing and workforce initiatives include increasing affordable housing in the city, addressing the ongoing need for more accessible housing options and a new City of Irvine Living Wage program, which will raise the minimum wage for part-time city employees to $20 per hour and for full-time employees to $25 per hour.
