Tutor Perini awarded $220-million Eagle Mountain Casino expansion contract

Tutor Perini Building Corporation, a subsidiary of Tutor Perini Corporation, has been awarded a $220 million contract by the Tule River Gaming Authority for the second phase of expansion at Eagle Mountain Casino.

The project includes construction of a new 193-room hotel tower with a rooftop restaurant, along with a central warehouse and office space, expansion of an existing restaurant, and new resort amenities such as a full-service spa, arcade and pool. A 2,000-seat events center is also part of the development.

Work on the expansion is expected to begin in summer 2025, with substantial completion anticipated in 2027.

The value of the contract will be incrementally added to Tutor Perini’s construction backlog. The company reported that the preconstruction phase award was booked in the second quarter of 2025, with additional phases expected to be awarded later this year.

The casino, operated by the Tule River Tribe, originally opened in 1990 on the Tule River Indian Reservation. After repeated flooding limited access, the casino was granted approval to relocate to Porterville in 2020. The new facility officially opened on May 9, 2023.

The upcoming hotel and event space additions are expected to boost tourism and support economic growth in the Central Valley region.

Meanwhile, a separate legal challenge to federal casino approvals remains ongoing. On Feb. 24, the Lytton Rancheria of California filed a lawsuit against the U.S. Department of the Interior and Bureau of Indian Affairs, contesting the approval process for a competing project by the Koi Nation of Northern California.
