Port of San Diego advances $25.5 million Fish Market redevelopment to environmental review

The Brigantine, Inc. is proposing to redevelop and modernize The Fish Market restaurant site on North Harbor Drive, with plans advancing this week to environmental review following action by the Port of San Diego Board of Port Commissioners.

The project, estimated at $25.5 million, would replace the existing two-story Fish Market and Top of the Market facility with a new two-story building housing four dining venues and banquet space. The redevelopment plan calls for a new dining destination called The Landing, featuring:

  • The Fish Market – a 293-seat seafood restaurant with indoor and outdoor seating.

  • The Little Market – a 58-seat fast-casual concept with fresh seafood, breakfast, coffee, and gelato.

  • Salt & Sear Prime Steak House – a 243-seat upstairs steak and seafood restaurant with bay views.

  • Banquet facilities – five banquet rooms and outdoor patios across both levels with a combined capacity of more than 140 seats.

Additional site improvements include a six-foot-wide public waterfront walkway around the building, enhanced landscaping, new lighting, patio furniture, and public art installations. The property currently does not provide waterside public access.

The Port Commission’s vote authorizes staff to begin environmental review under the California Environmental Quality Act (CEQA). Officials emphasized that the decision does not constitute project approval or finalize financing or lease amendments. A Coastal Development Permit will also be required before any construction begins.

If approved, the project would involve full demolition of the existing building and construction of a new facility in roughly the same footprint.

The Brigantine, a family-owned San Diego restaurant group founded in 1969, assumed the lease for the site earlier this year. The company currently operates 21 restaurants, including Portside Pier and Ketch Grill & Taps within the port’s jurisdiction.
