The San Diego Community College District (SDCCD) Board of Trustees has approved eight design-build teams — representing 16 architecture and construction firms — to lead the first wave of major capital projects funded by Measure HH, the district’s new $3.5-billion facilities bond program.
The projects, valued at more than $1.3 billion in total, span all four colleges within the district: San Diego City College, Mesa College, Miramar College, and the College of Continuing Education. They include new academic and performance spaces, modernized instructional centres, and expanded student services facilities.
“These first steps will transform our campuses through Measure HH,” said Chancellor Gregory Smith. “We’ve identified eight highly qualified firms that bring a strong track record of success. Together, we will invest in state-of-the-art learning environments that will benefit our students today while preparing San Diego’s workforce for tomorrow.”
Planning will begin immediately, with construction expected to start as early as 2026. Approximately two-thirds of the bond allocation is expected to be invested in capital projects by 2030.

Dr. Joel Peterson, SDCCD vice chancellor and executive operations officer, said the district is using a progressive design-build process to improve project delivery.
“By bringing architects, engineers, and contractors together from the outset, we ensure greater collaboration, efficiency, and cost savings,” he said. “It also creates opportunities for faculty, staff, students, and local small businesses to participate in these milestone projects.”
Measure HH was approved by more than 60 per cent of San Diego voters in November 2024. The bond program is aimed at modernizing SDCCD campuses, improving workforce training facilities, replacing aging infrastructure, and expanding access to new learning environments.
