Turner Construction Company and design-build partner DGA Architects have been awarded a contract by the Department of General Services for the construction of a $158 million Emergency Operations Center for the Governor’s Office of Emergency Services.
Strategically located in Costa Mesa, the facility will expand emergency preparedness and response capabilities for Southern California, providing critical infrastructure for managing disasters and emergencies.
The center will complement the existing State Operations Center located in Northern California, serving officials planning or responding to disasters in Southern California; including Los Angeles and other cities with a total population of 22.9 million people.
Construction is set for a 15-acre site in Costa Mesa and will include two main structures, a 35,000-sq. ft. office building and a 20,000-sq. ft. support warehouse. The scope also includes various outbuildings, a 100-ft. microwave tower and infrastructure improvements, according to OES.
The site is expected to achieve net-zero energy with solar panels, battery energy storage and emergency generators on site.
“This project represents a significant step in enhancing the community’s resilience and readiness in times of need,” said Reed McMains, vice president and general manager at Turner, in a statement.
Construction is expected to be completed in 2027, according to Turner.
