Next Phase Construction, Inc. has officially started work on the Monarch Hillside Apartments, a 249-unit market-rate residential development on a 5.5-acre site in San Diego’s Encanto neighborhood. The project is being developed by Monarch Group and Klein Financial Corporation, with financing from tax-exempt bonds and federal tax credits. Construction is scheduled to be completed by October 2027.

Designed by AO Architects, the development employs the innovative HyTuck construction prototype, integrating five levels of wood-frame construction over a basement. The layout includes tuck-under garages and is designed to blend seamlessly with the surrounding single-family homes and townhomes.

The community offers a range of amenities including work-from-home accommodations, larger unit square footage, and urban-quality features. A central recreation space serves as a focal point, featuring an indoor/outdoor clubhouse, jacuzzi, fitness area, and two rooftop decks on the fifth level with ocean views. Modern patios with operable wood screens provide privacy and sun shading.

The project has been recognized with a Gold Nugget Merit Award for Best On-the-Boards Multifamily Community, highlighting its innovative design and potential impact on the local housing market.

The development is expected to provide much-needed housing in an undersupplied area of San Diego, contributing to the city’s ongoing efforts to address housing shortages and support workforce development.
